Ensures compliance with state and federal regulations governing the use of state and CDBG-DR funds. Functions as Deputy Disaster Recovery Director and may be required to fulfill DRD duties as needed. Under limited supervision, incumbent is responsible for the development and implementation of program standards, policies, and procedures. The Disaster Recovery Manager will direct and communicate with general contractors and implementation contractors while carrying out SCOR efforts in accordance with all program requirements. Other job duties and responsibilities include but are not limited to: Responsible for the development and implementation of program standards, policies, and procedures for all SCOR disaster recovery or construction programs. Ensure compliance with state and federal regulations governing the use of state and HUD CDBG DR (or other federal) funds, respectively. Direct Compliance, Closeout, Warranty, and Construction teams and activities within those teams. Communicate with and direct general contractors, vendors, and implementation contractors. Develop and implement quality control and assurance functions to ensure that SCOR personnel, general contractors, sub-contractors, and implementation contractors are providing high quality, effective services according to SCOR's policies, procedures, requirements, standards, and timelines. Track and report on program effectiveness, efficiency, and production levels. Supervise and oversee efforts to detect and prevent instances of fraud, waste, and abuse in the implementation of SCOR construction and grant programs. Perform other tasks as assigned/needed by the Disaster Recovery Director. Minimum and Additional Requirements A bachelor's degree and relevant program experience. Additional Requirements: Position requires routine driver duties. Position requires frequent stooping and/or bending. Position requires frequent lifting up to 25lbs. with or without ADA accommodations. Knowledge of HUD CDBG DR/MIT regulations relevant to Disaster Recovery housing programs or Mitigation programs. Ability to exercise judgment and discretion. Ability to establish and maintain effective working relationships. Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures. Ability to communicate effectively and think creatively. Work is performed primarily in an office environment, but field work may be required in areas where there are some risks and hazards that are known, predictable and controllable. Preferred Qualifications Hurricane or flood disaster recovery experience involving single-family housing and/or buyout programs. Experience in home construction including management of program design/compliance/budget. Experience with grant management, monitoring, tracking, reporting, and evaluation.
